Yes you can train them. I had one bird that would poo on command, he would even say 'do a poo', then he would do his poo and say 'good boy'

I have toilet trained 5 kids, so birds are easy except they poo every half hour or less sometimes

You just have to catch them at the right time, and eventually they learn to recognize that doing a poo in the right place brings reward. He has never pooed on any of us as yet so he's doing a good job. Will eventually scale down from a piece of newspaper to a tissue or paper towel as he get the hang of it.
Toilet training a pet bird is a must if you don't want poo everywhere
