Substitute for dried red chillies?

I need to soak some dried red chillies for a recipe however I don't have enough. I need 7! I thought there were some in the garden but only had 3 small ones so I wanted to know if I can substitute chilli flakes or chilli powder which I do have.

Or even fresh ones.

They need to soak for 2 hours.

I would add some fresh ones to make up the amount, soaking the dried chillies  will reconstitute them anyway.
I child-proofed my house, but they still get in!

Flakes would also be good. Tabasco sauce is always handy.

I had already made the recipe before getting these replies....I ended up using fresh chillies but a much reduced amount and the recipe worked out well heatwise. Meat was a bit chewy.
